Best program for designing a Wedding Invite? - thank you for coming, wedding program

I make a wedding invitation from my brother. It is so easy to see through the pictures, I thought it would move. Is there a special program that I am at Best Buy or another, which is made for these things to buy? I like flowers / modern Astract and vines, but it helps.
